Newsletter queues are sent whenever the cron.php executes, however it only sends 20 emails at a time.
To increase this limit you edit the following file
app/code/core/mage/newsletter/model/observer.php
and edit the following line
$countofSubscritions = 20;
yes it is mispelt, but don't fix it as this mispelt variable is used everywhere in magento. Also don't increase the value too much as the newsletter system is not that great and can't cope.
